Lost offline points...

I had 262 offline points on my new account, and I just used them to gain skills. However, now my skills are all still zero, and I have 0 offline points... So much for letting it sit for ten days until I had some points to get it started. I signed out, then back in again-- nothing. I just used some offline points in another account with no problems.

What happened??? Any way I can get these points back so I don't waste another week on a paid account waiting to get skills? How do I assure that in another ten days I won't lose them all again?
