Can you still collect semen after your horse is unable to breed like past the age of 23?

You can, but I believe an op said it was a bug and therefore should not be taken advantage of.

We're waiting to see what Nef has to say, however, I can't see that it would make much difference. The semen can be collected at any time and stored and the foal's stats are based on what the stud's stats are at the time of birth.

So whether you collect all semen at age 1 and wait to use it until the stud is trained and rolled to 33, or if you wait and collect at 33, it's the same thing.
